Use of University Boats

Policy

Any person using a University owned boat must comply with this Policy.

This Policy should be read in conjunction with the University Policy for Field Work and the Murdoch University Protocol for Diving and Snorkelling Activities.

As University boats are regarded as a workplace, additional policies, such as Policy on Smoking in the Workplace and Children in the Workplace, apply when using University boats.

Skipper’s Responsibility

  1. The driver of the boat is the skipper, and must be cognisant of the responsibilities of that position.
  2. The qualifications required by the University to skipper a University boat depend on the size and power of the craft. The nominated supervisor of each University boat, or the University Small Boat Handling Course Booklet should be consulted to determine eligibility for use.
  3. The skipper is responsible for ensuring that the University boat is operated in a way that complies with all aspects of the Navigable Waters regulations, the WA Transport Marine Safety Division Regulations, and any local or special regulations.

Safety Equipment

  1. The minimum mandatory safety equipment to be carried on University boats is as specified by the WA Transport Marine Safety Division. The mandatory safety equipment varies according to the location, the distance off shore, size of craft, type of engine, etc. skippers should consult the Transport Marine safety Division Official Western Australian Boating Guide or the University Small Boat Handling Course booklet for details. All safety equipment must be in good repair, within manufacturer’s expiry date and stored securely by accessibly on board.
  2. Each University boat is subject to a basic twice yearly inspection by an OSH representative. The boat must not be used if found to be defective by the OSH representative.

Communications

  1. The Department of Transport requirements for radio communications should be regarded as an absolute minimum. University boats should not be used if radio communication with a shore station or another vessel is not available. The skipper must be familiar with the type(s) of radio fitted to the University boat and with emergency radio procedures, call signs, etc.
